Obstacles to payment of variable stipends for research interns, postdoctoral fellows, and postdoctoral fellows have been removed.

Resolution No. 545 of August 27, 2021 of the Cabinet of Ministers of the Republic of Uzbekistan "On measures to organize the management system of scientific and innovative activities" with Annex 3 of the Cabinet of Ministers "On measures to further stimulate the work of scientific employees" dated August 18, 2009 The appendix to the decision No. 233 dated August "Amounts of basic salaries of scientific and managerial staff participating in the implementation of state scientific programs at the expense of the state budget funds" was approved.

According to it, in the case of changes in the basic salaries of the President of the Republic of Uzbekistan in connection with the adoption of the relevant decrees, the development of the joint decision of the Ministry of Innovative Development of the Republic of Uzbekistan and the Ministry of Employment and Labor Relations on changing the amounts of the basic salaries of scientific and managerial staff is canceled, and in the case of changes in the basic salaries the change of the basic salaries of scientific and managerial staff participating in the implementation of state scientific programs at the expense of the state budget was determined.

In this way, obstacles related to the payment of remuneration for the work of intern-researchers, basic doctoral students and post-doctoral students and the remuneration of their scientific supervisors/consultants have been removed.

In addition, amendments were made to the regulation on post-higher education, approved by the decision of the Cabinet of Ministers No. 304 dated May 22, 2017.

In particular:

"A doctor of science can be a scientific supervisor and consultant to no more than four students at the same time. No more than six researchers may be assigned to scientific supervisors and scientific consultants who have timely defended their researchers in the last three years based on the conclusion of the collegial body of scientific or educational organizations.

A candidate of science or doctor of philosophy (PhD) with a scientific title can supervise no more than two researchers at the same time. Based on the conclusion of the collegial body of the educational or scientific organization, no more than three researchers may be attached to the scientific supervisors whose researchers have defended on time in the last three years.

Academic supervisors or consultants may be appointed to foreign citizens or stateless researchers in excess of the norm.

In the previous version of this decision, doctors of science can be scientific supervisors and consultants to no more than three candidates at the same time, and only two main people at a time according to the recommendation of the collegial body based on the analysis of the effectiveness of the scientific supervision or scientific consultant activity of a candidate of science or doctor of philosophy (PhD) with a scientific title a doctoral student and an independent researcher could be assigned as a scientific supervisor.

Places in excess of the admission quotas allocated from the state budget to scientific and educational organizations based on the efficiency indicators of post-secondary educational institutions in the specialties accredited by the Ministry of Innovative Development will be redistributed.

Measures will be taken to conduct entrance exams and interview processes for post-secondary education institutions under video surveillance (online broadcast).

Applicants who have scored less than 50% of the total score of the first subject (specialty or foreign language) given in the basic doctoral entrance exams will not be transferred to the next stage.

This ensures the transparency of entrance exams and interview processes, as well as the selection of potential applicants.
