Acquiring new knowledge aimed at discovering the basic laws of the structure, activity and development of nature, society, man, mind and artificially created objects; research in order to apply the results of research in a certain field of science in the form of theories, concepts, methodologies, methods, recommendations; to enrich the theory and methodology of science, to organize the implementation of scientific researches that will serve as a basis for innovative works aimed at the practical research and their practical application. This competition will be held in accordance with the requirements of the Cabinet of Ministers of the Republic of Uzbekistan "On measures to further improve the regulatory framework for the development of scientific research and innovative activities" dated March 9, 2020 No. 133. Conditions of selection The fundamental research projects submitted to the competition must meet the following requirements: 1) requirements for project executors: publication of at least 1 scientific article by the project leader in the last three years in the direction of the project topic in the journals included in the Web of Science and Scopus international databases. and its Hirsch index should be 3 or higher* (a copy of the scientific article should be attached); a leading scientist (including a native scientist) working in a prestigious foreign university and scientific center and having achieved significant results in the field of the project topic (created a scientific school), with a Hirsch index of 5 or higher should be designated as a co-leader of the project (information about the co-leader of the project, therefore, his important scientific results should be attached); the existence of a plan for preparation and defense of a dissertation on obtaining a Doctor of Philosophy (PhD) or Doctor of Science (DSc) scientific degree by at least one of the executives included in the framework of the project from the staff of the main state of the executive organization; the average age of the scientific team of the project should not exceed 45 years (the average age is calculated as the arithmetic mean of the age of the performers); that the project leader does not lead another fundamental project at the same time; existence of a clear plan for equipping scientific laboratories with modern equipment within the framework of the project (must be attached to the project); attached substantiated information about the existence of connections with prestigious scientific societies of the world and active participation in consortia of the project executors; availability of the necessary scientific capacity and scientific information on the research topic (a team of highly qualified scientists, the number and quality of scientific publications published in the last five years, the presence of patents, the presence of cooperation with leading national and foreign scientific centers, etc.); presence of young scientists under the age of 35 in the project executors, their number and quality characteristics; the possibility of using the necessary material and technical base (buildings, equipment, inventory, software, database, information resources, etc.). *in social and humanitarian sciences, this indicator is defined as 1 or higher. 2) the content of the project must meet the following requirements: the cycle of transition of the research results to applied research at the end of the project and to pilot-constructive and innovative projects in the future is clearly indicated; that the submitted project has been thoroughly discussed in the scientific (scientific and technical) council of the executive organization, justified by the conclusions of international partners, and that the results expected from the project by the higher-ranking organization (ministry/office) are necessary for the development of the republic's economy and social sphere (existence of need) availability of keyed supporting documents.Compliance of the project with the priority directions of science and technology development; compliance of the project with the target selection direction and conditions; relevance of the topic, novelty of the research and the availability and level of scientific results in this direction, as well as the acquisition of new knowledge, the creation of new theories, methods, and concepts; 3) it is necessary to formulate and implement the deadlines for the implementation of fundamental projects in the field of science according to the following deadlines: a) to formulate and implement the fundamental projects to be implemented in the following disciplines for a period of up to 3 years (2022-2024) it is necessary to improve: social sciences; history; philology, psychology and pedagogy; economic sciences; legal sciences; informatics, information and communication technologies; archeological sciences; agriculture, veterinary and environmental protection; forestry; b) it is necessary to form and implement the fundamental projects implemented in the following disciplines within 4 years (2022-2025): architecture, construction, design and urban planning; earth sciences. mathematics, physics, mechanics; technical sciences; medical sciences; pharmacology and pharmaceuticals; chemical sciences; chemical technologies and nanotechnologies; biological sciences, biotechnology, ecology. Scientific projects submitted to the competition will be accepted only in electronic form until October 15, 2021 through the "Submit a scientific project to the competition" page of the electronic platform grant.mininnovation.uz. During the registration of scientific project documents through the grant.mininnovation.uz electronic platform, the original pdf/doc form of the following documents must be uploaded to the electronic platform: referral letter (.pdf) signed by the head of the executive organization; extract from the decision of the scientific (scientific and technical) council of the executive organization (.pdf); the text of the fundamental project (with a signature and seal, .pdf and .doc/.docx, a letter of consent from the co-leader must be attached). The projects submitted to the competition by the scientific organizations of the Academy of Sciences are scientific and research works (priority directions, programs, plans, other projects, etc.) carried out directly by these scientific organizations at the expense of the state budget. ) should be attached to the project stating that it will not be repeated, and fundamentally different from them both in terms of content and results. The conclusion of the competent structure (service) of the executive organization on the feasibility of putting the scientific innovation, know-how and ideas presented in the submitted project to open discussion in expert processes should be attached to the project. Projects that have not passed the initial technical examination are not recommended for the next stage of the competition.
