On July 3, a meeting of the leadership of Scientific Technical Councils (ITCs) under the Ministry of Innovative Development of the Republic of Uzbekistan was held under the chairmanship of Minister Ibrahim Abdurahmanov. The meeting was attended by chairpersons, deputy chairpersons and scientific secretaries of ITC. Under the Ministry of Innovative Development, there are 16 scientific and technical councils for the examination of start-up projects. To date, more than 450 scientists have been involved in ITCs, and more than 20 business representatives and entrepreneurs have been involved in ITCs for startups. There are 7 academicians, 172 professors, 55 associate professors, 63 doctors of science and 37 candidates of science, 14 doctors of philosophy (PhD). The average age of the members is 52 years. The meeting discussed the implementation of the tasks given by the President of the Republic of Uzbekistan Shavkat Mirziyoyev during his visit to the new building of the Ministry of Innovative Development. At the event, at the initial meetings of the ITC, the Law of the Republic of Uzbekistan "On Science and Scientific Activities", approved by the decision of the Cabinet of Ministers of the Republic of Uzbekistan "On measures to further improve the regulatory legal framework for the development of scientific research and innovative activities" it was noted that the content and essence of the regulation on the state order", "Regulation on the procedure for selecting and financing "Startup" projects", "Regulation on scientific and technical councils under the Ministry of Innovative Development of the Republic of Uzbekistan" were explained.
In turn, it was mentioned that each member of the ITC signed a commitment to prevent corruption. Ibrahim Abdurahmanov spoke about the transparent, objective and fair implementation of the projects submitted to the selection of scientific and technical projects carried out within the framework of the State scientific and technical programs related to the scientific activities carried out by the Ministry at the ITC meetings in the established order. emphasized that special attention should be paid to its potential. State management bodies, economic associations and local government bodies prepare proposals based on the established procedure and form on scientific research aimed at solving territorial problems and in-depth analysis of existing problems and real needs of economic sectors and the social sector for inclusion in the state order, and to the official request of the Ministry of Innovative Development may regularly submit for review either principally or voluntarily.
To date, during the 29 rounds announced within the framework of the state programs related to scientific activity, a total of 331 with a total value of 494.47 billion soums in 16 disciplines, and 20 with a total value of 16.1 billion soums on the actual problems of socio-economic development of the regions. for the selection of practical and innovative projects of young scientists, 30 topics with a total value of 30.1 billion soums and a total of 381 practical and innovative projects with a total value of 540.67 billion soums were announced. 169 of the announced thematic topics are innovative, 212 are topics of practical projects. During the meeting, scientists received answers to a number of questions about submission of documents to scientific project contests, appropriation of grant funds. In particular, it was noted that it is necessary to organize practical training and master classes on submitting documents for grants. In turn, it was emphasized that the Ministry of Innovative Development should create special instructions aimed at this issue. It was said that the experiences of the scientists who won the competition of scientific projects should be given as an example, and their paths should be analytically reflected. Also, the scientists said that they are facing some difficulties in stock purchases for the purchase of equipment for the laboratories and they cannot find a solution to this problem. The minister advised that using the services of stock brokers can lead to effective results in solving this issue.
On the other hand, the proposals for the announcement of the thematic project for inclusion in the state order should be sent to the scientists in the form it was reminded that special attention should be paid to the following: - the relevance of the topic of scientific research and the fact that it reflects the order for a specific final product in the topic of the thematic project; -priority for the development of science and technology; - aimed at solving specific problems of economic sectors, social sphere and republican regions; - based on the creation of the final product as a result of the project; - development competitiveness; - orientation to the development of finished products; - the possibility of commercialization of project results; - effectiveness of the project (product or improved technology); - project financing forecast volumes are determined.
