Uzbekistan - Korea: cooperation on innovative technologies will rise to a new level

Cooperation between Uzbekistan and the Republic of Korea cannot be imagined without mutually beneficial and consistent relations in the field of science, innovative technologies, in particular, digital economy, artificial intelligence, "smart cities", and information technologies.

In order to improve the standard of living of the population, solve the urgent problems of citizens, improve the social infrastructure and create suitable conditions for the development of the field of urban development, in cooperation with the Ministry of Innovative Development and the Korea Land & Housing Corporation, the "International Innovative Construction Complex" and "Smart City" modern artificial road Construction of a sister city" joint investment project is underway.

Within the framework of the project, large Korean companies are being attracted to build a "Smart City" on an area of ​​400 hectares in the Bektemir district of Tashkent. In April 2021, the investment project "Building an international innovative construction complex and modern satellite smart city" in Bektemir district, proposed by the Ministry of Innovative Development, will receive grant funds within the framework of the "Smart Urban Development" program of the Korean government for the development of the technical and economic basis of the master plan. 

During the high-level visit of President Shavkat Mirziyoyev to the Republic of Korea on December 16-17, a memorandum of understanding was signed between the Ministry of Innovative Development and the Ministry of Land, Infrastructure and Transport of the Republic of Korea on cooperation in the development of "smart cities".

Memorandum between the two strategic partner countries in the field of "smart urban development", exchange of experience, technologies, information and human resources, joint projects, excellent training on building "smart houses and cities" , includes cooperation in the directions of establishing a group of experts, establishing mutual visits.

The "Smart-city" to be built in Bektemir district includes the introduction of the latest innovative technologies, in particular, "smart" streets, buildings, utility and transport infrastructure, offices of state organizations integrated with advanced ICT technologies, business It is planned to include financial centers and social facilities.

Within the framework of the President's visit to Korea, a memorandum of understanding was signed between the Ministry of Innovative Development, the Tashkent regional government, "Almalik Mining and Metallurgical Combine" JSC and the Korean Institute of Industrial Technologies on cooperation in the field of technology for the production of rare metals, copper and their alloys. Within the framework of the memorandum, mutual cooperation relations will be established in the field of technology transfer to the copper industry, personnel training and improvement, science and innovation.

In 2020-2021, 10 employees of the Almalyk Mining and Metallurgical Combine were sent to the Korean Institute of Industrial Technologies for a scientific internship. Currently, based on the agreement with the Korea Center for Rare Metals and the Korea Institute of Industrial Technology (KIRAM), KIRAM specialists have organized online training courses on the topics of powder metallurgy, additive technologies, coating casting technology for young specialists of the Almalyk Mining and Metallurgical Combine.

In addition, a Metalsys 3D printer, which produces details from metal powder produced in Korea, was installed in the "INNO" training and production technology park, and now we have the opportunity to produce unique, valuable details used in various fields, which are purchased from abroad for a large amount of money. we did. In the near future, such a printer designed for processing copper powder will be brought.

This will help us create import-substituting technical means at low prices.

In general, Korea is one of the important partners of the Ministry of Innovative Development, and many projects are being implemented in the field of science today. For example, if we talk about fundamental projects, the Center of Genomics and Bioinformatics of the Academy of Sciences and South Korea's Yonnam University are jointly researching the laws of in-depth analysis of grape genomes, identifying candidate genes and markers, and creating new seedless varieties of grapes. Tashkent University of Information Technologies named after Al-Khorazmi and Hankuk University of Foreign Studies are conducting theoretical and methodological work on the creation of intelligent software and technical systems of digital processing of signals and images on the boolean-polynomial bases.

Innovative ecosystem, commercialization by the Ministry of Innovative Development by improving the regulatory legal framework, organizing new infrastructures in modern scientific and educational areas, ensuring the efficiency and financing of scientific activities, organizing innovative entrepreneurship and start-up enterprises, and educating the young generation. Kim Jong-hyun was brought in as an adviser to the ministry from South Korea to effectively organize the work on the formation of his thinking. During his work in our ministry, the experience of developing the innovative ecosystem of Korea, including the financing of startups and innovative projects, was implemented in our country. In 2021, 55 start-up projects worth a total of 38.8 billion soums were recommended for financing within the framework of local and international competitions. It can be safely said that the recommendations presented by the Korean consultant have their place and weight in organizing these contests and defining the selection criteria.

Uzbekistan-Korea technological center of rare metals and hard alloys was established by our ministry in cooperation with the Almalyk mining and metallurgical combine and the official development assistance program of the Republic of Korea, which is currently being modernized. The process of installing laboratory equipment at the center will be carried out in three stages until 2024 at the expense of OKMK. So far, 1.1 million dollars worth of work has been completed.

For the development of the Rare Metals Center in the city of Chirchik, a grant of 15.5 million US dollars is being attracted within the framework of the Korean ODA program. Today, the development of the feasibility study of the project is being carried out by the Institute of Rare Metals of Korea. Delivery of industrial-experimental equipment at the expense of grant funds and development of the rare metals industry in cooperation with the Ministry of Innovative Development and the Korea Advanced Technology Development Institute, increasing the scientific and technical potential of the Tashkent region, and launching the export of molybdenum to South Korea on preferential terms at the international market price. planned to put.

Another project implemented with Korean partners is innovative greenhouses, and now a greenhouse for growing melons on an area of ​​0.25 hectares in Marhamat district of Andijan region and a modern greenhouse for growing strawberries in Tashkent region have been completed.

The Ministry of Innovative Development in cooperation with "Uzavtosanoat" JSC is implementing a project to create an ecologically clean agricultural machinery platform based on compressed natural gas based on the generous support of the ODA program offered by Jonbuk Technopark. Within the framework of the project, it is planned to transfer the agricultural machinery of the country to the fuel of the fourth generation environmentally friendly compressed natural gas cylinders and to establish the activities of the R&D research center. Such gas cylinder equipment is safe for the engine, low cost, and requires minimal driver intervention in the operation of the gas cylinder.

The project involves transfer of technologies worth 10 million US dollars by Jonbuk Technopark and training of R&D research center employees in South Korea, provision of a building worth 3 million US dollars by JSC "Uzavtosanoat", maintenance of the building and payment of salaries to the employees of the research center. It is assumed that the expenses will be incurred.

In a word, the state visit of our President to South Korea was a practical reflection of practical actions towards the implementation of the development strategy of New Uzbekistan. And, most importantly, historic decisions were made to unite our peoples even more.
