On November 7 of this year, the final conference of the European Union project “PROMHOUSE - Professionalization of housing management in Kazakhstan and Uzbekistan” was held at the Ministry of Higher Education, Science and Innovation.
The conference was attended by authorized representatives of the EU Delegation to Kazakhstan and Uzbekistan, authorized representatives of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan, as well as representatives of relevant ministries of partner countries of the PROMHOUSE project, leaders and experts of associations in the field of management and maintenance of housing stock.
The event was opened by the head of the department of the Ministry of Higher Education, Science and Innovation of Uzbekistan, Utkir Alijonov, and expressed satisfaction that the Ministry had made a worthy contribution to this project.
The conference summed up the results of work from 2020 to 2023. The main achievement of the project is the introduction of new specialties into the field of vocational education. In Kazakhstan: specialty "Real Estate Manager", qualifications - "Manager of an apartment building" and "House Master" and in Uzbekistan: "Real Estate Manager" and "House Master".
As part of the project, the educational program “Training of Trainers” (ToT) was implemented - 256 academic hours, teachers from 9 countries - Germany, Kazakhstan, Uzbekistan, Moldova, Belarus, Ukraine, Latvia, Lithuania and Estonia. About 1,300 housing specialists from the project’s partner countries took part in the program. The training was conducted in the following modules: “Housing Management”, “Digitalization”, “Energy Efficiency in Residential Buildings”, “Housemaster”, “Organization of Vocational Training”, “Communication”.
During the project, BPO developed a professional development service for housing managers - developed concepts, conducted the first seminars/webinars for 20 days in each of the partner countries. Many project participants positively noted the regional exchange of experience (3 conferences, 2 educational trips to Kazakhstan and Uzbekistan, 2 educational trips to Germany and Estonia).
– The project showed how important the exchange of experience in the housing sector is for Central Asia. The challenges facing the housing sector today - professional management of apartment buildings, modernization of housing, increasing the energy efficiency of buildings, training of specialists - can be better overcome by combining the efforts of all countries in the region, noted Saken Makhambetov, Chairman of the Shanyrak BPO (Astana).
– There should be more European projects like PROMHOUSE. The EU project gave the partner countries the opportunity to learn from experience and know-how in housing management not only from Germany, but from many EU and Eastern European countries that had a similar initial situation in the housing stock in the 90s. This is very valuable to us! The project helped us professionalize the field of housing management, identified the main task for housing specialists for the near future - energy modernization of residential buildings, showed examples of solutions - these are problems, gave modern knowledge in the field of energy efficiency in buildings, said Rakhima Ortikova, head of Uyushma.uz ( Tashkent).
