The Decree of the President of the Republic of Uzbekistan dated January 30, 2025 No. UP-16 "On the State Program for the Implementation of the "Uzbekistan - 2030" Strategy in the "Year of Environmental Protection and Green Economy" announces a competition of fundamental research carried out within the framework of state targeted programs for scientific activities aimed at scientific solutions in such areas of social sciences and humanities as language and literature, history, archaeology, spirituality, culture and art, aimed at fulfilling the tasks defined in the tasks set in goal 9 of Appendix No. 1.
This competition is held in accordance with the requirements of the state order for research work, and fundamental projects for four years are announced in the following areas of science:
1. In the direction "Philology and Social Sciences"
1.1. Studies of the dynamics of socio-cultural interaction in ethnically mixed territories of Karakalpakstan (using the example of Kungrad, Khojeyli, and Beruni districts).
1.2. Study of ethnographisms in Uzbek dialects.
2. In the direction "History and Archaeological Sciences":
2.1. Development of Secular Ideas in Central Asia in Different Historical Periods.
2.2. Ancient earthquakes that occurred in the central and northeastern regions of Uzbekistan and their consequences (Archaeoseismological research).
2.3 Development of a methodology for transforming the paradigm "Harmony of a Strong Economy and a Strong Spirituality" into the ideological driver of the "Uzbekistan-2030" Strategy.
When submitting a project, the project manager must choose the direction of the Scientific and Technical Council under the Ministry based on the research direction of their project and submit it accordingly.
Scientific projects submitted to the competition will be accepted only in electronic form through the Unified Intelligent Electronic Platform of State Scientific Programs (loyiha.ilmiy.uz) until September 18, 2025.
Contest terms.
The average age of the scientific team for the implementation of the project should not exceed 45 years. It is advisable to involve young scientists and talented students (including master's students) in the scientific team.
Subjects of scientific activity who have the opportunity and potential to conduct scientific research can participate in the competition. Projects submitted by organizations whose scientific activity is not part of the main type of activity are excluded from the competition.
Leading scientists with a Hirsch index of 5 or higher in the international scientific databases "Scopus" and "Web of Science," working in foreign higher educational and research organizations and having achieved significant results in the direction of the project topic, will be involved as co-directors of the project.
Only one project can be submitted to the competition by the project manager. It is not allowed to be the head of two projects of the same type at the same time, and projects that could lead to this situation are not accepted.
The scientific project must be uploaded to the electronic platform through the Unified Intelligent Electronic Platform of State Scientific Programs (loyiha.ilmiy.uz):
Responsibility for the accuracy and reliability of the information contained in the submitted projects, as well as for the effectiveness of scientific and technical projects by the winners of the competition, the full and timely high-quality implementation of the expected results, defined in the tasks of the competition programs, is borne by the heads of the scientific project, the heads of the organization implementing the scientific project, and responsible employees of the relevant higher organizations.
The conclusion of the authorized body (service) of the executing organization on the feasibility of open discussion of scientific innovations, know-how, and ideas presented in the submitted draft during the expert review process must be attached to the draft.
The total financing volume and deadlines for the project submitted to the competition must correspond to the text of the published project topic.
Funding is allocated for each fundamental research in the areas specified in the competition, the implementation of which is planned for 4 (four) years, not exceeding 12,000 times the basic calculated value.
Note: Information on the results of the review of projects submitted to the competition at each stage is provided in the personal accounts of project managers on the Unified Intelligent Electronic Platform of State Scientific Programs (loyiha.ilmiy.uz).
Scientific projects submitted to the competition are submitted through the project manager's personal account registered in the system for identifying individuals engaged in scientific and innovative activities (id.ilmiy.uz) and are approved by the responsible head of the executing organization.
