Roundtable on "The introduction of new scientific developments and the development of innovative business" was held

The roundtable discussion on the issue of introduction of new scientific developments and development of innovative entrepreneurship was held in cooperation with the Ministry of Innovative Development of the Republic of Uzbekistan, UzLiDeP, Tashkent City and Youth Student Town Councils. The event was attended by specialists of the Ministry of Innovative Development, deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, representatives of the Executive Committee of the Political Council of UzLiDeP, representatives of the Ministry of Innovative Development of the Republic of Uzbekistan, the chairman of the Economic Assembly of Uzbekistan and the Association of Exporters of Uzbekistan, the chairman of the Tashkent City Council of UzLiDeP, people's deputies of Tashkent city and district councils. MPs, businessmen, youth, party activists and media representatives took part.


At the event, the prospects for the development of innovative entrepreneurship in Uzbekistan, the effectiveness of the work being carried out on the commercialization of scientific developments and technology transfer, and the measures taken to strengthen Uzbekistan's position in the global innovation index were discussed.


Today, the number of rapidly developing countries in the world due to the introduction of innovative development models, the export of advanced ideas, "know-how" and "smart" technologies is increasing. It can be emphasized that the consistent and stable development of the modern state is directly related to solving the problems of its economic development. For this purpose, it is appropriate to strive for innovations through innovative ideas and to put scientific and technical achievements into practice.


The main source of innovation, the connecting link between industry and science, production and the market is small business. UzLiDeP offers measures to support and develop small innovative companies. According to the leaders of the Liberal Democratic Party of Uzbekistan, venture enterprises and funds, "business angels" - private investors who spend financial and other resources on innovative projects, create conditions for "startups". It is necessary to strengthen the promotion of scientific research and innovation activities carried out at the expense of enterprises' own funds through tax incentives.


Today, the development of science and innovative activities, the wide introduction of the advanced achievements of our country's science and promising innovative technologies into production, the further development of economic sectors and entrepreneurship are one of the important directions of the reforms implemented in Uzbekistan. For this purpose, by adopting the Laws of the Republic of Uzbekistan "On Science and Scientific Activity" and "On Innovative Activity", the legal basis for this activity was created. The formation of innovative infrastructure, including the establishment of technology parks, is of great importance in introducing innovations to society and economic sectors.


Article 26 of the Law of the Republic of Uzbekistan "On Innovative Activities" defines the main directions of activity of innovative technological parks, the rights and obligations of residents. This, in turn, serves to expand the activity of technological parks, to become an active leading force in the field of science and innovation.


In the last 3 years, the field of science was fundamentally reformed, 18 scientific organizations, 10 scientific centers and 4 technological parks were established. The salary of scientists has been increased 3 times, the procedure for paying a 30% bonus to candidates of science and 60% to doctors of science has been introduced. 32 million dollars were allocated to scientific organizations for the purchase of modern equipment, and 120 billion soums were allocated for the repair of buildings and structures.


For the first time in the country, a start-up ecosystem has been formed that will lead to innovative production. For the first time, a system of support and financing of start-up projects was formed, the total cost of which is 31.5 billion. 34 startup projects worth soums were financed and production of competitive new products was organized. Technology transfer has been put into practice for the rapid introduction of scientific new technologies into the country's economy. Based on the transfer of advanced technologies abroad, the total cost is 28.7 mln. dollar investment projects were implemented.


A new system of commercialization of scientific developments was launched with the participation of the trio "Scientist-Bank-Entrepreneur" based on interest in the commercialization of scientific developments. Within the framework of commercialization of scientific developments, the total cost is 149.5 billion. projects worth 62 billion soums were prepared. exceeded soums.


This year, 17 scientific-research institutions are attached to 15 ministries, agencies and economic associations.
