In recent years, special attention has been paid to the expansion of technical and mathematical education in the field of higher education in our country. In this case, the acceleration of the process of integration in the fields increases the need for personnel in the field of technical education more than ever.
At the same place, within the framework of the project "Strengthening the material and technical base of higher education institutions with the participation of the International Development Association", a national seminar on the topic "Development of technical education in Uzbekistan" was held at the Radisson Blu hotel.
At the seminar, the Legislative Chamber of the Oliy Majlis, the Ministry of Higher and Secondary Special Education, the World Bank, the Ministry of Employment and Labor Relations, the companies "Uzbekistan Havo Yollari", "Artel Group", "Real Tex Tashkent", IT- representatives of the park and rectors of higher educational institutions took part.
Rakhimjon Khakimov, the deputy minister of higher and secondary special education, opened the event with an opening speech. He noted that a number of project activities are being carried out aimed at improving the compatibility, in particular, large-scale practical work is being carried out to work with the population and popularize higher education within the framework of the "Modernization of the Higher Education System" project with the participation of the World Bank.
During the seminar, as well as raising the awareness of professors and teachers of higher education institutions and employees of industrial enterprises about the results of research, discussing the existing system of organizing production practices, making changes aimed at improving this system, proposing and intensive discussions were held to receive recommendations for improving the complaints handling mechanism.
The participants said that extensive work is being done to provide education in STEM (science, technology, engineering and mathematics) fields of technology, engineering and mathematics (ITMM) in our country. It was emphasized that one of the most important tasks is to attract girls to science, technology, engineering and mathematics.
The current problems of admission to the ITMM course during the past year by the company "Al Mar Consulting" based on the order of the Ministry of Higher and Secondary Special Education at the expense of the World Bank, parents, students, schools and it was reported that it was studied among the general public and suggestions were prepared regarding the solution of these problems.
In this place, detailed information about the work carried out in cooperation with the World Bank was given. In particular, the Higher Education Management Information System (HEMIS) was launched. A total of 2.3 mln. USD loan funds were directed and 80 modern server devices were installed in 78 higher education institutions and institutions of higher education system management. The system collects and processes data, generates statistical data, maintains registers and classifications of higher education, and forms administrative, academic, scientific and financial reports.
The launch of the HEMIS system will help to establish high-quality distance education in the higher education system during the sanitary-epidemiological restrictions due to the COVID-19 pandemic, which has had a negative impact on the world economy and is currently affecting the world economy. It also created very favorable conditions for the implementation of necessary measures, such as submitting documents for transfer to study, creating QR-code diplomas, exchanging information between higher education institutions and the ministry.
At the same time, more than 100 sets of educational laboratories were purchased, that is, the activity of educational laboratories in 36 areas was launched for 40 educational institutions. The World Bank allocated 17.6 mln. dollar loan was directed.
For the creation of modern inter-institutional scientific laboratories (National University of Uzbekistan, State Technical University of Uzbekistan, Tashkent State Agrarian University, Tashkent Medical Academy, Tashkent State Transport University, Tashkent Institute of Architecture and Construction), foreign research selected as a result of the ministry and international tenders 6 contracts worth 11.0 million dollars were signed with other organizations. In the near future, it is planned to hold another international tender for modern inter-institutional scientific research laboratories (Tashkent Institute of Chemical Technologies) in December.
In addition, 1 million with the Ministry of Higher and Secondary Special Education and the company "Elsevier" of the Netherlands. A contract was signed in the value of dollars. According to the agreement, all higher education institutions are provided with the use of international scientific electronic databases such as Scopus and Science direct. To date, more than 10,000 online books and 750,000 online magazines are used by users in more than 100 HEIs. Soon, it is planned to create an electronic system for the electronic library based on the XEMIS system mentioned above.
1.2 million with the United Arab Emirates "Shbeemann" consulting company in order to improve the system of ensuring the quality of education. A 3-year contract was signed. The main goal of the agreement is to ensure the quality of internal education and improve quality control of external education. As a result of this agreement, 9 HEIs are expected to take high places in the international quality rating through the mechanism consisting of 8 modules.
All selection stages for the Academic Innovation Fund have been completed. According to the result, a total of 4.0 mln. contracts were signed in the amount of 3.5 million dollars. funds were financed in the amount of dollars. To date, within the framework of this fund, cooperation has been established with more than 65 foreign higher education and scientific centers, about 70 professors and teachers have been trained in partner foreign higher educational institutions.
The representatives of the companies participating in the event gave recommendations on the promotion of higher education in the technical fields of higher education and industry and cooperation with industry, especially the options for expanding access to higher education institutions for women were widely discussed.
It is no exaggeration to say that today's seminar was devoted to these surveys, existing problems and their solutions.
