In this regard, the Resolution of the Cabinet of Ministers “On measures to further improve the system for organizing industrial practice for students of vocational education institutions” (dated December 28, 2024) has been adopted.
Pursuant to the Resolution, effective January 1, 2025:

a unified system of industrial practice for students is introduced, replacing the industrial practice and pre-graduation internship;
-
qualified specialists of the relevant organizations are assigned to students undergoing industrial practice as “mentors”;
-
a system for the joint assessment, together with employers, of the practical skills acquired by students during the practice is established.
In addition, the Resolution approves the “Regulation on the Procedure for Organizing Industrial Practice for Students of Vocational Education Institutions.” The Regulation provides for:

the development and approval of practice programs in coordination with the relevant sectoral enterprises (organizations);
-
the organization of practice at the relevant sectoral enterprises (organizations);
-
the definition of the responsibilities of vocational education institutions and employers regarding the organization of practice.
The Ministry of Higher Education, Science and Innovation shall:
-
from January 1, 2025, ensure the organization of industrial practice for students of vocational education institutions at the relevant sectoral enterprises (organizations);
-
jointly with the Ministry of Employment and Poverty Reduction, ensure that experienced specialists from enterprises (organizations) are assigned to students as “mentors” during the organization of industrial practice;
-
organize distance (online) training courses, based on the “German experience,” for the mentors assigned by enterprises (organizations) at the Institute for the Development of Vocational Education under the Ministry of Higher Education, Science and Innovation;
-
by October 1 of each year, establish cooperation with enterprises (organizations) included in the interdepartmental software-hardware complex “Unified National Labour System” for the purpose of concluding agreements on the industrial practice of students of vocational education institutions.
The Council of Ministers of the Republic of Karakalpakstan, and the regional and Tashkent City hokimiyats (local administrations), based on the available capacities and proposals of enterprises (organizations) in their territories, shall assist vocational education institutions in concluding agreements on the industrial practice of students.
