Quality education is investment in human capital

On October 22, a discussion on "Quality education - investment in human capital" was held at the International Media Hall. Minister of Innovative Development Ibrahim Abdurahmanov, Minister of Pre-school Education Aggripina Shin, Minister of Higher and Secondary Special Education Abduqadir Tashkulov, Deputy Minister of Public Education Usman Sharifkhojayev, President of the Academy of Sciences of Uzbekistan Behzod Yoldashev, Director of the Presidential Educational Institutions Agency Hilola Umarova participated in this roundtable event.

The Minister of Innovative Development I. Abdurahmonov, talking about the reforms implemented in the field of education and science in recent years, noted that the volume of grants for scientists and young scientists has increased several times, great attention is being paid to equipping research institutions with laboratory equipment, post-higher education noted that the quota has doubled compared to last year.

In addition, during 2019-2020, 231 young scientists from 80 higher education and scientific organizations were sent to 21 foreign countries (USA, Russia, Great Britain, Germany, Korea, China, etc.) for scientific internships. During 9 months of this year, 37 young scientists from 21 higher education and scientific organizations were sent to 6 foreign countries for 1.9 billion. Soums were sent to scientific internships (USA, Russia, Great Britain, Belarus, Latvia and Turkey).

In 2022, a total of 4,100 quotas were allocated for post-higher education (which doubled compared to 2021), and a total of 2,276 quotas for the education system, including 2,247 quotas for the Ministry of Higher and Secondary Special Education, 14 quotas for the Ministry of Public Education, 15 quotas were allocated to the Ministry of Preschool Education.

In order to prevent the shortage of scientific and scientific pedagogical personnel in scientific and educational organizations and to increase the scientific potential of newly opened educational institutions, admission to doctoral studies was launched in 2021. In 2022, 298 of them, 266 (DSc - 12, PhD - 254) quotas have been allocated for the educational system, which is 89.2% of the total target doctoral quota.

In order to further improve educational activities after higher education, an intern-researcher was established. Intern-research institute is a stage of preparation for post-higher education institute. For 2022, 500 quotas have been allocated for research interns, of which 318 quotas have been allocated for educational and scientific organizations under the ministries of education, which is 63.6% of the total quota allocated for targeted doctoral studies.

The activities of vice-rectors and deputy directors for scientific affairs and innovations of the heads of higher education institutions and branches were studied by the Ministry of Innovative Development. The study of the activities of deputy leaders was organized in 2 stages on the basis of test and interview, and the activities of 85 deputy leaders from 104 higher education institutions were studied. According to the results of the study, the scientific and innovative activities of higher education institutions are evaluated and the rating is determined. 10 deputy heads who received high marks during the attestation process for evaluating the scientific and innovative activities of higher education institutions were awarded the "Leader of Innovative Ideas" badge.

Also, by the end of the year, it is planned to send 30 deputy leaders to the city of Kazan of the Russian Federation for 2 weeks of training.
