Within the framework of this cooperation, the Scientific and Technical Information Center under the Ministry of Innovative Development will launch English language courses for heads and employees of state bodies under the programs of Oxford and Cambridge universities, attracting local and foreign highly qualified specialists. This initiative is in accordance with the Decision of the President of the Republic of Uzbekistan No. PQ-5117 of May 19, 2021 "On measures to bring the activities of popularization of learning foreign languages to a qualitatively new level" by the Ministry of Innovative Development. being implemented within the framework of events.
Since the language issue is a social factor, the main goal of this project is to strengthen cooperation with foreign organizations and attract foreign investments for the development of society, as well as increase the skills of public administration employees to actively participate in international grants and projects. Therefore, according to paragraph 7 of the Presidential Decree, in order to increase the level of mastering of foreign languages by civil servants and to fill state bodies with highly qualified and competitive personnel, starting from January 1, 2022, employees of all levels of state administration agencies with national and international certificates in foreign languages paying an additional bonus of up to 20 percent; Starting from 2022, knowledge of a foreign language has been defined as a mandatory qualification for applicants for employment in state bodies and for appointment to a higher position.
We remind you that the Scientific and Technical Information Center under the Ministry of Innovative Development organized the "English for Science" program for the first time in the country since October last year. Today, during the second stage of this program, 200 Uzbek scientists are improving their knowledge and skills on the basis of academic English language training programs.
We believe that efforts to ensure deep knowledge of foreign languages will become an important factor in bringing our country to a qualitatively new level.
